The current 113th Congress is on pace to become the least productive Congress in history, having passed just 15 bills that President Obama signed into law as of July.
John Boehner epitomizes Wally in the Dilbert cartoon strip: he is an employee so deeply jaded that instead of doing any real work, he spends all his time and effort trying to game the system. Like Wally, the TanMan is incentivized to be a low performing worker.
So on Sunday when Bob Schieffer of Face The Nation asked about the lack of legislative activity in the current Congress, Boehner told Schieffer that Congress "should not be judged on how many new laws we create. We ought to be judged on how many laws we repeal." Classic Wally.

BOEHNER: Well, Bob, we should not be judged on how many new laws we create. We ought to be judged on how many laws we repeal. We’ve got more laws than the administration could ever enforce. And so we don’t do commemorative bills on the floor. We don’t do all that nonsense. We deal with what the American people want us to deal with. Unpopular? Yes. Why? We’re in a divided government. We’re fighting for what we believe in. Sometimes, you know, the American people don’t like this mess.

I am guessing that Bob Schieffer was stunned by Wally's Boehner's response, because he did not follow up his response with the obvious question:
"Mr. Speaker, based upon your own metric that you should be judged on how many laws you repeal, doesn't that render your performance as Speaker even worse? Your Tea-Publican controled Congress does spend its time on "all that nonsense" as you say voting on symbolic bills that have no chance of ever becoming law, designed to appeal to the crazy base of the GOP for fund raising appeals, but Mr. Speaker, you have not repealed one single law. Zero. Nada. Zilch. By your own metric, doesn't this make you the 'Worst. Speaker. Ever.'?"
Watch and learn, Bob. This is what is missing from our Beltway media villagers who do not cut to the chase. John Boehner is an embarrassment. i can't believe that he still has the gavel.
Boehner seems to just want the title Speaker. He does nothing, and is so afraid of being "Mosied" out of office by the ever hovering weasel, Cantor, he leads no one anywhere.
